Historically, men and women have always had different clothing. That is part of the priviledge of being male or female. The skirt evolved as a means for women to perform their daily functions, whether it be child-caring, cooking, housekeeping, or whatever. These roles and functions were traditionally performed by women and the skirt developed accordingly.

Men don't wear skirts because back a couple centeries ago it was the man's job to go out in the feilds and farm. A skirt would get in the way of his work, he could trip on it, get it caught on things and such. Pants stay close to the leg and allow more movement. It just makes sense.

i think, traditionally, men are considered to be more important and useful than women and pants give them more flexibility. whearas skirts restrict women's movements, and this might tie in to ancient china where they used to bind women's feet to make them take dainty steps.
