Hi UK builder here, the builder is responsible for the damage if proven but the neighbour would seek redress from you. It is not your neighbours responsibility to try and find who you got to do the work and if they had insurance it was yours. If you have any work, scaffold or even drainage work done the onus is on you. If you have a loft conversion with out planning its on you, got the picture. Sorry but that's how it is. But your neighbour would still have a job proving this damage was caused by your roofer unless its so obvious. Oh you could try and get redress from your builder, best thing though is get a good guy to do the work who has insurance ( I pay over £3000 a year for mine, site work )

ADDED: YOUR NEIGHBOUR CLAIMS AGAINST YOUR BUILDER - NOT AGAINST YOU!!! IT IS COVERED BY HIS PUBLIC LIABILITY INSURANCE - UNLESS YOU EMPLOYED A DODGY BUILDER THAT HAS NO INSURANCE - if that is the case your neighbour has to pursue a claim against the builder via the small claims court privately! Most land/property deeds entitle you to access an adjoining property to make repairs and you do not need permission!
Worked in building trade doing this type of work - not your problem to resolve -

I think your neighbour claims you & you claim the builder, your insurance will automatically claim the builder, once they get a claim in against them

Its the builder, of course.....The builder should be Insured for any damage that he might cause to any other property.In other words
you employ the builder to do your work......If he damages other property while doing this,then he is responsible.........Besides, a responsible roofer shouldn't do any damage......Don't worry about It, your looking into something that very likely will not happen......Speak to whichever roofer you employ first...and make sure you see his liability Insurance......
