Exchange public folders are stored in the public folder information store in Exchange. They are folders containing calendars, contacts or other information you want shared among several users, rather than being personal to just one. In Outlook, click on "folder view" in the left panel to see all public folders.
Assuming you've been given permissions to create a new public folder, you just right click the "public folders" folder and click "new". Run the mini wizard and you're done.
