Welsh has the same roots as Cornish, and in Cornish tre does mean a settlement, but that can be anything from one house upwards, so could just as easily be a farm or a village.
I know that the coat of arms for the Cornish name Tremain shows three hands - so if main comes from the French for hand, three hands, perhaps a pun, so tre could also mean three.

It indicates a settlement, a bit like berg, or borough, or ville in modern English.
It also is common in Cornwall and Brittany as they have the same language root as Welsh.
