The term "system requirements" refer to the specifications or capabilities of the computer required.
For example, the system requirements for Windows Vista Home Basic are 1 GHz 32-bit (x86) or 64-bit (x64) processor, 512 MB of system memory, 20 GB hard drive with at least 15 GB of available space, Support for DirectX 9 graphics and 32 MB of graphics memory, DVD-ROM drive, etc.
If your computer does not meet these requirements, you may not be able use Vista.
Video games have system requirements in order to be able to install and play them. These are usually found at the back of the video games' box.

That depends on what you want, your question is extremely vague. That is like asking a chef, "how do you make cake?" The system requirements for Vista are different from the ones for World of Warcraft or a file server or anything else. Please provide what the requirements are for.
