Not in America. A task force can only be assigned to criminal acts which violate a pre-established law. For example, drug trafficing.

It takes the consent for a partner to have "relations" thus there is no illegal act at that point. However, once the disease is transmitted by a known carrier, who knowingly and intentionally transmitted it with malice, the recipient can sue in civil court. As far as criminal court goes, there is a strong chance that the individual could be prosecuted but it rests on the prosecuting attorney.

no,but its considered aggravated assault to give it to someone...I mean,how can you "handle" something like that...there is a group at CDC that has a computer file on known spreaders,those that go out and jump hookers and such,giving it to them,...they track by DNA of the various strains but they have no real power and they are ususally about a year behind the people

Task force for AIDS spreaders? I doubt it. The "taskforce" would be your local police. They'll arrest him and charge him with first degree murder because he knowlingly is infecting ppl.
