Is it legally permissible to abuse the President of United States or insult him publicly?

You Americans are always telling everyone about all the freedom and rights you have so why not. As long as they don't make threats against him.
In a democratic society the leaders should be answerable to the people who elected them. If they aren't doing a good job the people should be allowed to say so.

Abuse? if you mean physical abuse I think he would be within his rights to have you arrested for assult like anybody else, assuming you got past the Secret Service.

Otherwise you are free to vent your spleen at him. I don't see Presidents taking people to court for slander, either because they are too nice, too busy or the insults are too insiginficant

NO! there are legislations against slander and libel even in the freest of democracies. Infact my functional definiton of Freedom is "the right to do what you want and to accept the consequences thereof."

However, if you have issues with substantiable evidence then you can state it (them).

Finally, why on earth will you want to insult the Mr. President, of what benefit will it be to you? please be very objective in answering this question!
