I think the stat on the top is set ok as the system has been ok for 2 years could there be another answer? (other than call a plumber or an electrician) I know how helpful some people can be Thanks.

If you are talking about UK immersion heater thermostats, they are either faulty or set too high. I don't understand why you have two immersions, if you have a fully pumped system, you surely have a gas boiler, and an indirect cylinder??

More details wanted, what appliance??

In general there should be at least 10'c difference between con troll stat and cut out. IE
main stat set at...20'c... cut out set at 30'c. if still cutting out then stat is faulty.

Make sure that you have identified stats correctly and you have not set cut out lower than main stat
