does one deserve an officer's position after doing a technical post graduate degree.

Salary declared by labour commissionar is covers a post graduate as a skilled person only.
present salary for skilled person is-Rs-2694.00 p/m.
next revision will be in April 07.

Law as well as the Indian Constitution does not mentioned the job guarantee for graduates or post graduates.

I recall that in India a large nos. of graduate and post graduates are unemployed,living a miserable life,doing substandard job,underemployed,under paid and jointly discriminated by Govt. as well as by private industry.

What you expect from labour law of India.
What you hope from your Govt.

Forget,Start from zero balance you can become an example of your ability to do more than you are paid for.

If yes no need for fighting we all are labour but those who are honest and hardworking they are real officer otherwise worst than a labour.

Be sure that you deserve more in the global market if you can balance in return.

i doubt if labour laws cover this at all. i beleive that a post graduate would not be working as a blue coller worker. Labour laws predominantly govern rules and regulations related to labour, ie blue coller .
typically in most organisations, management employee ie a white coller employee is barred from forming or joining labour unions.

i don't know what is the situation as far as government jobs are concerned.
