For my second degree, which would be in Maths I will consider studying at places where the climate is very cold (you'll understand why after you lived where I lived for over 22 years) and where math education are top. Since I keep on hearing people say that Eastern Europeans are very, very good at math I think I want to go to Russia to study.

My question is, which of the two places are better for me?Moscow or St.Petersburg?I of course choose the latter, but I am concerned about the quality of education that the former might have better...

You would have to take into consideration quality of the program and costs of living. Also what would you be able to do at your leisure time. Each of the cities have their pros and cons.
I believe St. Petersburg would be the place to go. It's more beautiful than Moscow. People are nicer there, and it's closer to the West.
