The service is called RBDS in the U.S or RDS in Europe.
If a radio station is broadcasting this information, then you can receive it on your radio if it has that capability. I have seen it in some car radios. You can also get a USB device for your computer that does this
such as the "Instant FM Music" device. See sources below.

Ok, check out this freeware. I've been using it for years and in "most" cases, you can play a song on your computer and this program will "listen" to it and tell you the name of the song and who it's by.
All you need is a microphone and Internet access.

not that i know of, but you can call the radio station right as they are playing it, or right after, and they can tell you, or if you live in UT, you can listen to 99.5. they tell you the name and artist of the song after each song played... (:
