First, as a new rider you will have to learn to ride sounds simple, they will travel much faster than a bicycle and you can easily die while trying to learn to ride. The bike will crash at least a few times it will therefore be in need of repair so therefore I would suggest a used bike of a common brand except not a Harley the cost of repair will be expensive you should be able to find a good used bile in your local news paper. I have been riding for more than 20 years now and I started with a 50cc Honda and while learning hit a patch of dirt on a curve slid down a steep hill missed a few trees and feel that I am lucky to be alive today and even now I would not wish that I started with a heaver bike and much more power because I know for certain that I would not lived to see the next day after that crash.

As another mentioned, the first thing you should do is take a MSF riding class. l can't stress this enough. It will help you more than you can imagine.
And, if you can find a second-hand dirt bike that can take a few spills, I'd get it and start with some off-road riding first. Dirt bikes teach you some control functions that road bikes don't...and when you bite it in the dirt, it isn't nearly as painful as having your body skid down a stretch of asphalt.
With the MSF class behind you and some dirt riding experience, then start thinking about the street bikes. Where I live, you can make your dirt bike street legal fairly easily. It's probably the same most places, so you can also ride your dirt bike on the streets if you want.
As for places, websites, etc. to get bikes....just make sure you can look over the bike in person and see it run first. http://www.craigslist.org has local listings. And your local newspaper would also. And (even though you might pay a little more) your local dealer will probably have some used bikes for sale too. Usually dealers are pretty careful to have decent bikes because they want your repeat business and recommendations.
As for who makes the best product....It varies with a person's preference. In my opinion, a Japanese bike is the way to go. My reasoning for this is that they've been making bikes for a long time and the bikes are reliable, parts are readily available, service is readily available, and they are generally not as expensive as their European counterparts.

First sign up for and take a Motorcycle Safety Course, which will teach you how motorcycles work, how they operate, safety tips and train you to ride. (In Pennsylvania, these courses are free to residents).
After that, you can find motorcycles on craigslist. Your best bet may be to go to a motorcycle dealer. Reputable dealers will have used bikes for sale.

depends on your area... in addition to craigslist and ebay there are probably regional listings where stuff is for sale.
here people also sell a lot of bikes on forumshawaii.net and the island previews
