Is it the same as scholarship? If not, how it is different?

I don't know what "waived" means.

"Waived" means eliminated.

A FULL tuition waiver means you do not have to pay any tuition. Ever.

A PARTIAL tuition waiver means you will have to pay a certain percentage.

It means the tuition fee is waived. You don't have to pay. You don't have to pay anything back because you are not borrowing anything.

With a loan, you borrow money from the school and/or the state and/or the federal government, to pay your tuition fee. Because you are getting money from them you must pay it back.
