Trying to install a ceiling fan, I have done electrical work before and done quite a few fixtures. The fan isn't working, I want to make sure the wires are live, I don't have a tester. Is there a way to test without using your bare hands and shocking yourself?

If you are doing any wiring, you really need to invest in a basic voltmeter. It will save you a lot of guessing, and they are inexpensive. $10-15 will buy you one at Walmart.

What are you using to test the wire? I suspect that it is either a digital volt meter or a non contact inductive tester. Either of these do give a false positive for voltage in a circuit. Try using a solenoid tester or an analog meter on the wire. If you still have voltage after this test then the power source is not been turned off when the breaker is actuated. If the single wire is determined to have actual voltage rather than an induced voltage from another source your dad needs to verify that it can be isolated and then traced to it's source. I'll give even odds it is a false positive caused by the tools and how they are used.

The cheapest tester is an electrical screwdriver with a mains tester combined. It has a little neon light in the handle. To check if a cable is live put the blade o the screwdriver to the cable and your thumb on the end of the handle - if the cable is live the neon will light,

Get a hair dryer, mixer or something like that and look at the prongs at the end of the appliance's cord. A lot of them have a little hole through each prong. Carefully hook the white wire through the hole of one of the prongs. Then touch the black wire to the other prong. (Be sure the appliance is turned on first) I say to hook the white wire rather than the black because the white wire won't normally bite you. What ever you do, DO NOT touch the whit and black wires together. You get an arch like a welder puts out and it will scare to crap out of you, not to mention tripping your breaker. Be careful....

I have used a light bulb in a socket with two wire leads that serve as test probes. Use caution!
