I believe it's my biceps, they're not firm when I flex but I'm definitely not weak. It goes up, but not firmly. BUT, everywhere except the top of my upper arm is hard (bottom, left, right) which is where I think i get most of my strength from, not my biceps. I mean it's like 5x harder than my biceps are...Is there a way to make my biceps even with the other stronger muscles? I thought my entire upper arm was a single muscle but obviously not.

Yeah that's just the thing. I'm really athletic. I'd put myself up with the top seven in my PE class, so I don't see what the issue is! I don't have a problem with eating lots of junk food...I don't get it.

in order to strengthen the muscle you need to do heavy weights low repetitions

Well if you're wanting to harden up your bicep, I would recommend doing (as the guy above me said) a higher weight with lower reps. I would stick with anywhere from 3-5 sets, 8-10 reps. By doing this you're going to add mass. If you're wanting more definition, I'd recommend 5 sets of 15-20 reps.

To answer your question of what to do, I would stick with basic curls. I generally do Barbell Curls (http://exrx.net/WeightExercises/Biceps/BBCurl.html) to work my actual biceps, then I follow it up with the Preacher Curl (http://exrx.net/WeightExercises/Brachialis/BBPreacherCurl.html) to work the brachiallis, which is a muscle underlying your bicep. You are only 13 and still growing. Your muscles will really start to develop when you get a few years older-just exercise, don't eat junk food (too much anyway) and be happy with the way that you are.

Use the dumbbell do some toning , like what u see on shows ,
do jogging and skipping daily
500 times of skipping

3km per day of jogging

and do crushes like 80 to 120 times a day

Grasshopper, dumbbells are by far superior in building muscle and strength. Do many curls and you will see improvement.
