If the batsman knocks down the opposite stumps and they decided to run it won't be out because it did not touch the bowler's hand.
If it doesn't touch the bowler's hand and knocks the stumps it is not out.
If it touches the bowler's hand and the stumps are knocked, that means that is out.

If any of the stumps have already been broken, then the feilding side need to uproot any of the stumps for further run outs.
Ex: Suppose a feilder attempts to run out a batsman with a direct hit, in this case the stumps are broken but the batsman has made his ground, if he further tries to take a run, then this time the keeper would need to uproot the stump to run him out.

No he can not be run out because the stumps are broken down first when he is in the crease then If he decided to run for this the ICC had to make another rule.
According to my thinking, the rule should be:
The bowler have to make wickets straight again and hit the Wickets (or)
The fielder can hit the broken down stumps. So, the batsmen could be out.

Once the stumps are broken, you can not run. If you are out of the crease at the end where the stumps are broken, you will be run out, irrespective of whethet you are the striker or non-striker. You can run only as long as the ball is 'live'.
