To me a system developer sets up the system's environment such as Tomcat or Apache. The system developer might need to know a little bit of databases since they may need to set that up. A Database developer can mean they either develop the database or even maintain it. These can mean a lot of things without knowing more details.

System development is a more technical and abstract overview; database development is quite specialised, as you have to normalise the data and decide what is typical, what can be shortened, what has been duplicated and what can be separated out, what patterns are there. It was very valid when storage and compression were expensive factors. Now it's very relevant in terms of what needs to be stored and retrieved quickly, eliminating redundant information.

I personally found that people skills are more useful in database design, and that system developers tend to prefer the company of other more IT-focused colleagues, whereas you may find that database administrators are more social and competent to set polls, interpret the results and deal with managers and auditors. That's one aspect. I've done both, and as I see it, it largely depends on your aptitude and who you can relate to in many ways.

I would agree with your assessment, however Database development may need to be expanded due to new system requirements that are always changing for a myriad of reasons.
