In addition to the study of a subject at 'A' Level, a student who is particularly able in a specific subject is encouraged to prepare for this optional extra subject paper. Two 'S' Papers in two subjects may be taken, occasionally three. Students of ability with either 3 'A' Level subjects or 4 may apply or be selected to take this higher paper

see MOE website for more info.

S stands for Special. students who have done well ie. managed to get A -- or managed to get teacher's approval if they didn't get A -- for a particular subject can elect to take S papers for that subject, on top of their normal A level papers. Students usually do 1 or 2 S papers. Students with straight As can apply to MOE to be allowed to take 3 S papers. S papers are important for scholarship applications. students are required to take 2 S papers in order to qualify for most scholarships. instead of the usual ABCDEOF or A1 A2 etc, S papers are only marked Distinction, Merit or Ungraded. To be a top scholar, you need to have straight As, A1 and 3 S paper distinctions in your A level examinations.
