It is because Dial up networking has been set as the default internet connection to use for your computer.
To stop the pop up:
Click on Start
Go to Control Panel
Go to Network Connections
Delete the Dial up profile that you can find under Broadband
then
Click on Start
Go to Control Panel
Go to Internet Options
Click on Connections tab
Select 'Never Dial a Connection" is opted
Click on Apply at the bottom then OK

Hi Richard,
This is a common problem that people would have when they are using that good ol' dial up connection. When setting up dial up connection, you would need to set up for a particular number to dial to. Now I assume now you are using a different ISP (dial up or not dial up), however your browser is set to dial the old ISP number to get access to internet. As a result, although your computer is connected to the internet, but because the internet explorer can not dial the old number, it will display the classic "page error" on the internet explorer.
You can have this fixed in a matter of minutes.
1. open IE
2. Go to Tools
3. Go to Internet Options
4. Click on Connections Tab
5. Now make sure the "Never dial connection" button is selected.
6. Click ok
7. Close your browser and then reopen your browser, and you will have internet connection again, or no more pop ups.

Go Ctrl Panel - Network & Internet Connections - Internet Options - Connections tab - set "Never dial...". Apply & OK.
I guess you're on broadband now, this is either a throwback to an old modem or something has tried to hijack you. The above will deal with it, whatever.
You should run a good anti-virus and a good anti-malware program too, try AVG and Ad-Aware SE Personal or Spybot S&D, all free.

For good measure, you should have an antivirus program and anti-spyware program up, running, updated, and peridodically checking your system.
In case that this is spyware or a virus, I've had my phone bill run up before by them. Make sure the number it is dialing is correct. It dialed some number to Romania. The bill was around 200 dollars, and i was lucky to get the phone company to knock it down to 50 after rasing a huge fuss. It was just because I didn't update my program for two weeks because I was out of town, my brother came over, and got online while I was away.
Be safe. Seriously. Just in case.

sounds like an old virus that use to reset your Internet connection to dial a long distance number so they could collect the revenues, check your Internet settings and set "never dial" if you are using DSL or wireless, and verify you are uptodate with your anti-virus software

perhaps you have a program that is configed to access internet through a dialup access.....could be an old program set to check for updates...could be some spyware...could be an old anti-viurs that you no longer use that runs a script to remind you that you no longer use it...who knows, you'll have to poke around your system and see what's running.
check your startup items, check your task scheduler
