She needs to meet this freak head on and tell him, firmly, that she is not flattered by his affections and that she plans on going to any means possible (legal, physical) to keep him away from her.
She should also carry pepper spray and might feel better if she took a self-defense class.

I was 'fortunate' enough that when I was stalked by someone in high school I was able to get help from counselors and teachers. I confronted the person in a supervised setting, and he was not allowed to be around me at school.
I honesty just tried to live smart. I made sure people knew where I was and was supposed to be. If I thought he may follow me home I had safe alternatives. I admit I was still nervous in public and even ran into him randomly a few times later.
This is the kind of thing that takes more than a hint, sometimes they have to be told directly. She is doing the right thing by not dealing with it only on her own. This guy is too old, and who knows, may need some kind of personal help.
Good luck, I think it's safe for me to say I'm sure your friend appreciates you. I felt pretty alone in my situation sometimes, and it was frustrating.

She should completely cut off all contact with him. Say he keeps calling and calling and gets any reaction from her what-so-ever, even if it's not a good reaction like calling him to tell him to leave her the f*ck alone. He'll keep calling and calling again and again just to hear her voice one more time.
The restraining order is a great idea. Everytime he breaks it tell her to call the cops and violate him on it. He will eventually get sick of going to jail and to court ad give up on her.

She should get the police to go to him and say she will give you a restraining order the next time you contact her. If he contacts her he deserves a restraining her. Don't give the order just yet though. Some desperate and confused guys think that the key to getting a women is to continue to pursue her.

go with the restraining order, the dog sounds like a good idea too. I dunno, I married my stalker, lol. I did, really. However, he wasn't a loser, he was just too scared to talk to me, so he followed me around, apparently for two years. Didn't know he stalked me until we were already married. A little too late for a restraining order, going on 10 years now. Good Luck!

Getting the police involved will hopefully do the trick - that will show she is serious and they will inform him of the serious consequences of his behavior. Make sure she isn't feeding into this somehow - calling, e-mailing or speaking to him in any way - even if it is to tell him to leave her alone, as any communication will probably just egg him on.

Get a male friend who is huge and muscular get him to go round with her for ages pretending like he is her b/f obviously he has to consent this guy will eventually get the picture but seriously she is doing the right things already good luck to her some guys just don't get it do they?

on a particular day.... have your friends around d axis where you will be walking... walk up to him and tell him to desist from stalking you... give of a threat of reporting his actions to the police.
that shd do it and if it doesnt.. go ahead to report him.. gd luck
