yes it will pass the emissions test. all the K&N cold air filter kits are pretty much 50 states legal... besides that it should help in a way. by letting in more air it will have a better burn off of fuel. you should have no problems passing the sniffer test. as long as the rest of your emissions system is functioning properly.

Yeah it'll pass emissions test, it won't necessarily affect that, cold air intakes are legal...

as long as the k & n is what is called c.a.r.b. legal , you should not have a problem , but if there are any modifications , or disconnected vac lines etc , then you'll get flagged as a tamper , and you dont want that . if it is a c.a.r.b. legal then it will have a c.a.r.b. sticker on it .
