a 200lb man will always displace 200lbs of water - or honey for that matter perhaps you mean something else ? ( this assumes he doesn't sink - at that point his mass means nothing he will displace an amount of water equal to his volume )

the above is the reason that a weight that will float in salt water can sink in fresh water - salt water has a lesser density

The weight of water is the same regardless of where it is: 8.35 lbs per gallon. However sea water may weigh more than river water depending on the chemicals and elements in the water. You would have to know what dissolved solids are in the water and add that weight to the 8.35 lbs.
The answer is that it's impossible to know unless you know what is in the water besides the water.

he would be deeper in river so river he would float higher in seawater displace less
