Steve easily. That was when the Bundy's acted like Bundy's - greedy lustful thieving.

Steve, he and Marci actually had different personalities that often clashed, and that was what made the show funny. Jefferson was nothing but a dog on a leash, doing anything Marci wanted him to do. There was nothing funny about that.

I think Steve was definitely funnier, Jefferson made Marcy a sex fiend. But if this was a question about who was hotter Jefferson would get my vote.
