from a female point of view who has chosen several times...
The villain wins out in the beginning..the bad boy/girl gains attention, while the nice hero is quiet and is unnoticable....
Then the villain acts like an jerk and ruins the relationship, and the partner leaves, only to repeat past mistakes until they finally wise up and realize that the nice quiet one is the one to always be with....

The villain may win an occasional battle, but I believe in my heart, that the hero always wins the war.

The question itself is misleading because in real life there are no "heros" and "villains". All people have good and bad qualities. However the people who can be classified as "bad people" generally do harmful things like drugs and alcohol (in excessive amounts) and then sometimes hurt their wife/girlfriend. From a logical point, "good guys" should get the girl every time.

I'm not generally pessimistic, except for when it comes to love.
The hero may when at first, but before long, love will fizzle out.
