You don't block because of a LAN.
You block by way of Admin rights within Windows.

If you can log into the PCs on the LAN as an admin, then you go into their internet settings that way. Ofcourse, now that I am trying to answer this question, I can't remember how to do it.

But there is a way.. oh here

this will be a tedious job if you do this one at a time. But if you are the admin of the network, all you have to do is set the rules in your IE, Tools, Internet Options, Security, and set anyway you want, OK to save and exit. From now on, all other computers can going to certain sites that you pre-defined.

You can do it by having a router or proxy server to manage your LAN. You can setup rules in router or proxy server to tell which computers on your LAN can go out to specific sites. Not any routers will have such robust firewall features. If you already have a router in place, contact vendor to see what features it has. Good luck.
