Are you saying they're the same size as when you were, say, 9? If so, you should see a doctor.

As far as "first", everything changes at different rates, but yes, at 18, it should be more grown than it was pre-puberty.

Remember, some seem small until they become erect, others seem large but upon 'erection" they just stiffen, so size is relative, but if you're talking pre-puberty size (1/2" to 3/4" around) then you should see a doctor.

that your 18 and they are not. Some people are just endowed with large members, don't put yourself down, some are big, some are small, depends on genetics, just don't take enlargment pills cause then you MIGHT see things happen, but then you want more and more then taking those pills turns into an addiction. Thats not true for everyone, it could be height, weight, build, voice, eating habits, etc...

I'm assuming you are implying that you have not experienced any notable growth in that region...

Some people just aren't well endowed down there. There's still the possibility of future growth, but it's unlikely to be significant if any at all by 18 years old.

If you are overweight/obese, there is a good chance that you could lengthen your penis a little by losing weight.

not first, likely you will notice some hair on your body then you will get taller then maybe your organs will grow some then you will get a little more hair, etc, if you are 18 you are likely about as big as you are going to be, you might ask a doctor if you have enough testosterone in your body.
