It did not come out yet. Bungie has recently said in a Halo 3 Beta FAQ that they will release the beta "when it is ready," which they said should be sometime later this spring. So I'm guessing anytime between March and June is when we'll finally get the chance to try it out.
The wait could not be more painful.

The beta release date, like the finished product release date, has not been given. The only thing we know is that it will come out in spring so it will be out sometime between March 21 - June 22. I would lean towards late April/early May. Probably not what you wanted to hear, but thats my $.02

There is not an official release date yet. It will be this spring though.
