What OS are you using? Is it Wnidows XP? If it is, didn't you notice a messagebox or balloon appear the first time you started with the fresh OS? It's supposed to display a message which says "Your video setting is set at a very low level, Click here to adjust the problem" Then when you click it, it will show "If you can read this message, click ok...." or something like that... but if you really didn't see any messages, try to restart your PC... if you still don't see it, look for the device driver CD of your video card... hope this helped...

You may have the incorrect video driver installed for your video card. Go to Control Panel | System. Click on the Hardware tab and then the Device Manager button. Scroll down the list to see if there's an exclamation point or question mark anywhere in the list. That would mean there's something wrong with the device or driver for it. Is the screen messed up in safe mode? Press the F8 key while it's booting up, access the advanced boot menu and selct safe mode. The color will not look great in safe mode(only 256 color), but it may not be crooked.

It sounds like you aren't running the correct video driver for your video card - check Control Panel, System, Hardware, Device Manager and see if there is any yellow explanation mark.

If there is beside display adapter you will need to download the correct driver and install it.

Actually the reformat is the problem here is why, you lost the driver for your monitor. You need to locate it and reinstall it.

You probably need to download the newest drivers for your video card.

The "crooked" comment kinda throws me for a loop, but I still think it is probably the drivers.
