it is a way of making money, usually for raising revenue. But sometimes a private company will pay the government a heap of money and buy the rights and land (sometimes bribe)to build a road that would benefit that governments infrastructure. Then that company has the right to put a toll or several tolls on that road in order to charge people for using "there road" which is what they built the road for in the first place. Making money.

Some roadways and bridges are constructed OUTSIDE OF A GENERAL TAX REVENUE BUDGET or even by PRIVATE COMPANIES, both of which may be most often used by a relatively "specific" group of people,.. that is to say,.. OTHER than the general population.
If if is constructed outside of a general tax revenue budget, then the COST of construction and its maintenance must be recovered,.. and this can be done by imposing TOLLS.
If a BRIDGE is constructed by a PRIVATE company to serve an exclusive subdivision across a river from a metro area, then THESE costs must be recovered,.. once again,.. TOLLS come into play.
Tolls provide a means by which to pay for a roadway or bridge by those who USE IT and thus taking the overall tax burden off of the Taxpayer who rarely or never uses the roadway or bridge.
It also serves as a good DETERRENT to "unnecessary" traffic while providing some revenue at the same time.

ummmm.........on a mainline toll system, all vehicles stop at various locations along the highway. wwith entry/exit tolls, vehicles collect a ticket when entering the highway, which displays the fares it will pay when it exits, increasing in cost for distance travelled. Upon exit, the driver will pay the amount listed for the given exit. the ticket indicate a travelling violation or be lost, the driver would typically pay the maximum amount possible for travel on that highway.....
its like a parking validation thing.... if you park in a garage.... and you dont get a parking validation stamp then you have to pay the like maximum amount.... but if you have a validation then you are discounted....
if you have the ticket on you way out of the highway.... you dont have to pay full price.... idk... its confusing
