When a population exceeds the land carrying capacity the UN pays big money. The UN gets its money from governments, which get there money from you. So in effect we pay for 3rd world countries to keep increasing an unsustainable population which only increases the problem further.
The lesson to learn from famine is that we need to better educate those people on family managmant and it is not good to have 10 kids by the age of 20 because you can't feed them all and they will die.
