There is one free , trusted software that you can use is called Restoration. Actually it is a dual purpose software. It can retrieve deleted files, and also can make them irretrievable. It does not affect other files on the hard disk. Is totally safe.
When you run restoration, There is an option named "others" at the top left corner of the window. Click on it and select the option "delete completely". It takes about 15 minutes to half an hour complete the process of removing deleted files from your hard disk , depending on the size of the hard disk.

To disable the deletion protection of the Recycle Bin in Windows 95, 98, Me, NT 4.0, 2000, or XP, perform the following steps:

Right-click the Recycle Bin icon.


From the menu that appears, choose Properties.


Make sure that Do not move files to the Recycle Bin. Remove file immediately on delete is selected.


Click OK.
Now that you have disabled the Recycle Bin, all files which you delete will be permanently removed.

Note: When Windows NT is set up to use the NTFS file system, there is no way to undelete a file; once it has been deleted, it is no longer recoverable in any form.

Install CCleaner: Do not install toolbar and recycle bin options.

Removing data through any software might be possible to get back again. but i think u need to resize ur hard disk's partition size. If u r using FAT file system then turn into NTFS........ and resize ur all partitions. its only the perminent solution.......
