A 4" hand held grinder with a "cut off wheel" or a reciprocating saw with with a bi-metal blade.
Another option is a pipe cutter.

you can use a hacksaw. you will probably get an rough, unsquare cut, though. you can use a file to clean up the edges.
you can use a jigsaw with a metal cutting blade, and then file.
if it is a nice , or expensive bed, best thing is to take it apart and take it to a machine shop and let them do it.

edit. several of these tools that people are recommending cost a lot of money. if you dont already own one, you will spend a lot and use it once. but, what the heck, if you want to spend $100-250 for a tool to cut it, go for it.
yes, you can go and rent one, but if you are not very experienced at using the tool, or are not very good at measuring , you will wind up with a messed up bed.
find a handyman friend, or let a shop fix it.
if you have to ask the question what to cut steel with, that is a sure sign that you need to get someone else to do it.

You could rent a pipe cutter . You clamp it on the tubing you want to cut an you turn the pipe cutter arround the pipe and tighten the adjusting screw every 2 or 3 turns and you get a nice clean cut .

get a saws all.it will cut it.it also will cut up a car frame,so it can cut a canopy pole.
