Export restricitons is a little more difficult it's more that the country's own farners (or producers) will benefit from stopping produce from another country coming in. (Eg. when alot of countries couldn't import/ export red meat around the world Australia profited because we didn't have any restriction put on us because we had no recorded disease of the time (mad cow/ foot and mouth)) The people that lose are the country that has been restricted beause people get used to buying the new stuff and may not want to change back. It may be out of fear that the reason for the restrcition may return.
