If you are looking for domestic vehicles (I should say Big 3 since other companies are based in US mostly anyway) then I can't recommend you any cars.
I stopped buying domestic a while back after owning an Infinity.
For that price, I am sure you are looking for a car that costs about $25,000 and should save about $5000 to play with misc expenses.
Mild taste: Camry (the new Camry's are great but they are rather bland to me personally)
Used but fun: I really recommend Acura TSX, they are not the best Acura, but very affordable.
Everyone's choice: Accord.....but it is the Japanese Taurus.....everyone has had one or will have one.
Cheaper but versatile: Subaru WRX (they are fairly small, but AWD really helps in colder areas)
CUV: If you are really looking more into CUV classes, I strongly recommend Mazda CX-7. I really like it for what it has.
My recommendation is based on fleet vehicles we purchase. I am a owner/manager of Avis rental car licensee. I have driven all the cars described above and they are my opinions alone and the end decision is up to you.

I'd want to know what your requirements are before I make any recommendation. Are you a "one person family"? Do you travel long distances predominantly or a lot of short trips in city traffic or over rough terrain? How important is gas mileage to you? How long do you want to keep the car? I can fully appreciate your not wanting an American vehicle. I finally bought my first American vehicle, a nice pickup truck, diesel powered of course, but my "first" car is a VW Jetta, diesel of course. My truck cost way over 30K, but my Jetta diesel was in the low 20's back in 2002. I bought my son one in 2004 for somewhere in the mid 20K's, and I think they'll be going up a bit after the EPA gets through screwing around with them again and keeping them out of the U.S.A. for a year. They will return in 2008. But any recommendation from me for what car you get depends on how you're going to use the car and what you expect out of it. God Bless you.

It's a 2001 black 4-door pontiac gt with low profile tires...leather interior, sunroof, kick a$$ stereo...and more extras. Only 168,000 miles!!! It's parked right here in my driveway for you to pick up!
