I've lived in or spent time in most of the cities mentioned in previous answers. Perhaps with the exception of Bangkok, most of those answers are way way off. Nothing in the USA or Europe even qualifies for the category "bad."
My picks are Lagos, Nigeria and Manila, Philippines, whereas Lagos is by far worse. The city has an infrastructure for 3 to 5 million people, and probably has at least 20 million living there. To make matters worse, armed robbers start looting vehicles at gunpoint in traffic jams sometimes that last for 6 hours or more.
Dade County Florida and similar answers can't be serious.

I travel all over America, or at least most of it ... there are cities that I would not like to go back into or I avoid because of the traffic ... Houston, TX is one of them ... and Atlanta, GA ... especially during rush hour ... and anything in the Northeast ... which includes NJ, and NY.
