Perhaps you mean "dropped a water balloon AND a basketball simultaneously"? In a vacuum, they would fall at the same rate of 9.8 meters per second per second (provided the water balloon didn't burst). But in air, since the water balloon is likely heavier and smaller (in other words, denser) it will not be slowed as much and will fall faster.
