Try it again in Safe Mode. If that dosen't work, you have to get
into the regestries and you better get somebody who knows
what their doing for that. Do a google search on the virus/dll
and see where it leads you.

Start > Search > all files and folders > where name file put in
the info you have - example : virus.dll > when search ends
right click on each file ,choose delete to recycle bin
(it will ask you if you want to) click yes
when done open recycle bin i.e. double click
if all you have in it is what you put in it >empty recycle bin
anything you want in there restore it to desktop or
wherever.you can put whatever back in after you empty
what you found in search

Are you trying to delete this file yourself, or is your antivirus telling you it can't delete it? If it isn't deleting it, is it putting it into quarantine? If so, you don't have to delete it. Have you tried another programme, perhaps a free on-line scan like e-trust?
