I applied for a job and got the offer. They told me to go ahead and give my 2 week notice that I would start on the 19th. Now I had to sign some release saying they can basically do everything from check my credit to talk to my neighbors. My credit is shot due to an abusive ex who put stuff in my name and his.....I felt it was better to save my life than it was to save my credit. Now that I have given notice, I'm scared I won't get the job because of that - even though the position doesn't have anything to do with handling money.

This job is only an Administrative Assistant at a power company. No clearance involved. Just entering numbers in the computer.

My ex bought a mobile home and put it in both our names - at the time I would have done anything he said for fear he would whoop my a$$!! So when I left, he quit paying. I moved back after he left, but he kept threatening me and my kids so I couldn't live there. I told the finance company to come pick the house up!

Yes. But if you already hired for the job go to work. Some employers have you sign but if they see you are a good enough employee for the position they will keep you. They may or may not send for the information but it gives them control over you.
As far as your credit-- order your credit report and have the credit bureau (3) have them mail it to you to find out if you can clear up somethings now that you got your mind back. If that job does not work there is something better for you.

Yes, they can. However, they should have indicated that the offer was not final until the completion of any additional checks. That would have allowed you the option of postponing the notification of your present employer.

If a problem develops, can you document the facts of why your credit is shot? I am assuming that you are already trying to document with the credit bureaus what has happened. Perhaps that will help persuade them if they choose to hold that against you.

No but its very possible especially if you hold a security clearance like I do cause in my case if someone has a bad credit they are susceptible to bribe of money for secrets or in a regular job....Studies have shown a correlation between how people manage personal affairs and their job performance, especially if they're in charge of financial information

yes, unfortunatly people get turned down for bad credit.
