It would be important to know why the principal instituted a draconian measure like that. Is she responding to some problem, or is she simply tired of noise? The way the letter is worded needs to take that into account.
That having been said, I'd probably point out that students are expected to be quiet and attentive in class, but everyone needs time during the day to talk about what's going on, how you feel about it, and generally to connect with other people. If lunch is taken away, then you're asking the students to be quiet from the time they get to school until they leave, seven or so hours later. That's an unreasonable expectation for anyone, teenager or adult.

I guess the Principal wants the kids to talk during class if he isn't letting them talk at lunch. I'm a parent and this silent lunch decision makes absolutely no sense to me. That is the time that kids get to socialize with each other.

Well, if u want to stay sane, you need to socialize. As human beings we try to talk to someting or anything at all times, this was why imaginary friends are created, pet rocks, why Tom Hanks talked to the Volleyball in Cast Away. We are just creatures has grown to be with each other more than being independent. Plus you need the socializing time to cool down ur nerves after several hours of learning.... take a computer for an example, if u keep making it work it will overheat and probably destryo itself in the end. Socializing time helps cool down a kid and helps him or her refocus in class.

When I taught in elem school, the parents or someone would pay for the food, but the kids would rather talk than eat, so they would get their tray, talk and when the bell rang to be excused for recess, they just dumped their food. We found that less or no talking was more fair in costs to the parents. It is a hot issue.
