We don't have a land line. Our cell phones are always on. No matter what. We charge them over night and only turn them off when we're out for an intimate night.

Off. I rarely use the thing. I only switch it on when I really need to call somebody, and then shut if off again. I don't want it ringing in church, the library, a restaurant, the theatre, or anywhere else.
