My husband works in construction and travels all over. When he got home this last time he filed for unemployment. I just received a letter stateing he has been trasferred to Texas. This is what the letter says. You qualify in Texas for $amount of money per week and a total of $-----. you have 20 days to withdraw you Florida claim and file against the state of Texas.
Any suggestions? Does this mean he should be getting money back from Texas?

I believe that you must work a minimum amount of time in a state in order to qualify for unemployments benefits from that state. If you have worked for a longer period in another state then the state where you became unemployeed may refer you back to the state where you recently had a longer employment history.
The states cooperate in doing this so that one state where you didn't work for very long doesn't get stuck with having to provide unemployment benefits for which they have received little or no contributions from your (former) employer.
