In Australia, a bill is introduced to parliament, usually in the lower house, it is then read numerous times, debated and a paper is circulated regarding if the bill. Then the members of the house it is presented to will vote of the issue. If approved, the bill is passed on to the other house. It then goes through the same process. If approved, then the bill must be approved by the Governor (for state laws) or Governor-General (for federal) and given royal assent prior to its enactment.

A bill has to be filed by the House of Representatives, approved by the Senate and the President. Brief enough?

Depends on how you want to go about it! (Keep it brief, what a joke!!!! Can anything involving the government be kept brief!?!?

Method 1:

Write a rough draft of the law and present it to your local representatives in government. Attempt to convince one or more of them to present this bill to their house of government. On passage of your bill through both houses the bill is presented to the governor to sign (thus making a brand new law) or veto (back to square one). Rewrite your bill and represent it to your representatives, try to get some sponsorship for bill version 2.0. Get it voted on in both houses of government, if it passes ... back to the governor to sign or veto (signed = law, veto = back to square one!) ... try again and again!

Method 2:

Make a huge donation to both political parties. Request that your representative take a look at your idea for a new law, mention your recent donation to his/her party several times during the conversation.

Once you have a sponsor for your bill, make a huge donation to the top member of the house of government your bill originally appears in (Speaker of the House, etc.) Said donation should be in small, unmarked bills! Call that person and ask for their assistance in getting this bill passed, mention your donation to their re-election fund or legal defense fund several times during the conversation.

Make a huge donation to the member of the other house of government for your district (original donation to a Representative, new donation to a Senator) contact this person, asking for their support and mentioning your donation several times!

Make another huge donation to the ranking member of this house of government, then contact them for support of your bill, make mention of your recent gift to their re-election fund or legal defense fund several times during your conversation.

You have now virtually assured passage of your bill through both houses of the Legislative branch of your states government. The only possible problem is someone might "outbid" you to defeat this bill (donations are not refundable).

Provided your bill makes it to the governor's desk (passage through both houses of government). Now the real expenses come in! Invite your state's governor to a private retreat (all expenses paid by you), tropical islands are preferred, hotels should be 5 star or better! Discuss your bill with the governor directly (doing so while the gov has a prostitute on his lap will probably help your cause, provided you are paying for the whore). Indicate that you will be making a large donation to his campaign fund/legal defense fund and the party to which the governor belongs. For a hefty price tag, you bill becomes law on the first pass!

To those of you who think ornery and mean is a little cynical for proposing method 2 ... what can I say! I'm from New York! Every politician has a pricetag! Here in New York we live by the golden rule "He who has the gold ... makes the rule!"
