Na2CO3 + 2H2O == 2NaOH + H2CO3

But H2CO3 decomposes to H2O + CO2

So net equation is Na2CO3 + H2O = 2NaOH + CO2

The ionic equation is:

2Na(1+) + CO3(2-) + H2O = 2Na(1+) + 2OH(1-) + CO2

the Na ion drops out, since it is present on both sides.

The net ionic equation is

CO3(2-) + H2O = 2OH(1-) + CO2
