OLD NAVY!!! i have a pair of dark skinnies from there for 20$. they fit great and i love them!!

Charlotte Russe would be your best bet. They carry an exclusive line of jeans called "Refuge" which are usually pretty inexpensive, but still cute. I own one pair and I'm pretty happy with them. I was impressed at how many different styles and washes they carry. Definitely check it out!
