I think you mean CH3COOH

HCL and CH3COOH are both acids
But...
HCL is a strong acid because it is a strong electrolyte.
(A strong electrolyte is a substance that exists completely as ions when dissolved in solution.)

CH3COOH is a weak acid because it is a weak electrolyte.
(A weak electrolyte is a substance in which only a small proportion of the molecules are ionised in solution (equilibrium equation)).

~Both have an H and a C, but one has an L and the other has a 2, and extra H and a couple 0's.

Both are acids. One is inorganic, the other is organic.
