Terrorism is wrong as all heck but these are the puposes it serves:
1) It levels the playing field for the weak, oppressed and abused.
2) It makes heard grievances which are otherwise unheard and ignored.
3)I can't think of any more reasons why it could lead to peace, but I can think of a hundred reasons why it's wrong and leads to a cycle of violence/revenge/violence/revenge.

Have you turned on the news or even read a newspaper lately? The second gulf war was started by Bush because of terrorism and even that wasn't justified as he attacked people who had nothing to do with the towers attack.
