If you are just applying for the college, then it would be appropriate, but otherwise not because of the fact of showing off.

If you are writing the resume for when you get out of college for a job than you should not include high school items.

Only if you are just entering college.....

You do want to balance out your academic life with community service, etc. If you received your awards for community service, or for your church, you could add these.
