Well, when I did it I was a plain old Administrative Assistant with WAY more responsibility!!

Graphic Arts Designer would be the proper job title.

I think the title might vary, but it would no doubt have "graphics" in it--graphic designer, graphic artist. In my workplace, that department was called "Reprographics." You'd take a concept to them, they'd do a design using clip art or what have you and create a layout. Once that was finished and approved, then they would print and bind the brochure and make the distribution as well. They were all separate units within that department. On big publications, they would send it out to a bigger place for printing, binding and distribution. Look up the position description for a graphic designer. Sorry, I got a little carried away.

or if it is a completely different company making the brochures, then it's a printing business.

where i work they are the graphics department
one person designs and someone else makes them.
i don't know which you mean by "create"
but the designer is usually a graphic artist.
however often someone ELSE creates the content.
usually a subject matter expert.
that's where i work anyway.
