Yes, City Hall on Main Street USA (on your left after you pass under the train tracks). You also can get them at the Concierge desks of the Disney hotels and at Guest Services at Disney's California Adventure. You also get to use the phone at City Hall to hear a Disney character wish you Happy Birthday.
They used to be stickers at the parks, but this year they changed to buttons and added some others. You also can get buttons for first visit, honeymoon, just married, anniversary and family reunions. The Happy Birthday button is also available in Spanish.

Like everyone else said: City Hall on Main Street at Disneyland, and Guest Relations at California Adventure. Both are in the front areas of the parks.
And there's also now buttons for other events as well...such as weddings, honeymoons, anniversaries, etc.
And they're totally free. Just about the only free thing you can get there. =P

Guest Relations for California Adventure and City Hall for Disneyland. Yes, they are free. I love getting them! All the cast members that work there wish you happy birthday and sometimes they let you ride in the front row!!! yay!! Enjoy!:):):)
