well first, he is heel so WWE doesnt want him to make any power moves bc they know hes capable and power moves usually end matches, if he were to turn face, the WWE would probably make him do more power moves....

I don't know what everyone's heel bias against power moves is, but it's the most ridiculous thing I've ever heard. Big Show's a heel, he does power moves, Hogan and the Outsiders were heel, Khali's heel, Masters is heel, all these men know is power moves. Hell, even Edge has the spear, and that's a power move. The truth of the matter is, Orton's just not a power move guy. He doesn't need them, he carries himself well enough without having to hit a powerbomb or body press or anything, plus I'm not entirely sure Orton could do a gorilla press. The kid's thrown out his shoulder on two occasions in his career, and one occasion was trying to tombstone Undertaker.

Who would want Randy Orton to do more powerful moves? He is heel. Do you not hear everybody booing him? His partner Edge isn't any good either. I guess Randy Orton wants to just stick with his own moves. It is uncertain. Do not trust any other website but WWE's website itself. Others do not know exact or definite answers. I do not believe I have seen Randy turn Face. Randy Orton just is not a very good wrestler. We do not know.

Because he's not a good wrestler - he doesn't know any other moves besides his finisher, that cool backwards backbreaker move that he does, and a lot of chinlocks.
